About Us

Terra Firma Legal Services was founded in 2013 in San Juan with one main purpose: to provide creative solutions to the complexities and challenges presented by Puerto Rico’s legislation and regulations for urban planning, land development and permits’ processes for businesses and strictly regulated industries. For more than ten years we have provided legal advice and representation for a wide variety of clients including: individuals, start-ups, growing businesses, industry leaders, municipalities, government agencies, non-profit organizations and more.  

We have successfully represented our clients’ interests before Puerto Rico’s First Instance Court, Court of Appeals and Supreme Court, and agencies such as Oficina de Gerencia de Permisos (Permits Management Office or OGPe), Junta de Planificación (Puerto Rico’s Planning Board), Junta Revisora de Permisos (Permits Reviewing Board), División de Revisiones Administrativas (OGPe’s Administrative Review Division), among others related to permits needed for doing business in Puerto Rico. We have also provided counsel regarding corporate matters, contracts and Administrative Law in general. 

Since at Terra Firma we are mainly focused on working to provide solutions related to the permits processes, we're in great position to provide the deep and relevant analysis and alternatives that our clients need and present it in a simple way. Our experience in this field also gives us the opportunity to identify potential controversies and challenges that need to be dealt with preventively.
